For users of Timmeh's Unit Textures , the load order made no difference for me, above or below this pack was not showing.

To resolve, delete the neutral texture folder in Timmeh's mod:
\Steam\steamapps\workshop\content\489630\2968274204\Data\Video\Textures\Units
