I'm still curious though, as I'd like to save on 2 extra mods, if it's possible to run Caravans and run the Sylvania or Outremer mods (for the AI!) but NOT to run this compat mod, without bigger problems?
"Bigger problems" here would mean any problem bigger than Sylvania having no functioning caravans - which I'd consider a minor issue as the same limitation applies to the majority of AI factions in my campaigns. <3

About the Outremer caravans... If you've read the description of the Caravans of the Old World mod, these types of "secondary" factions have access to the caravans blocked to avoid problems due to continuous assaults on their caravans by the enemies around them. They only gain access to the caravans if they confederate with a faction that has the caravans from the first turn or if the "Force enable caravans" MCT option is activated, which will cause all those factions to have the caravans from the first turn.
