In theory your mod and his compliment each other but unfortunately they override each other. Both troops still exist, it's just that depending on which is loaded first one of the troops stops being connected to the tree.
Question: Doesn't this negatively affect balancy in the game? Some factions get 4 tier 6 units while others only 3.

The only weird thing is my governors seem to be improving their skills faster than they use to (governors solve local issue mod) after the change but can't say for certain as it may just be me looking for interactions.
If I could give you some feedback, I'd say that the max lvl vlandian crossbowman shouldn't be "palace guard" but "castellan", because not only there already are palace guards (empire archers, called "palatine guard") and because Vlandians are not, culturally speaking, using palaces as much as the roman-inspired Empire. Vlandians are mostly french-inspired, and the french were fond of castles, so I think you should rename the unit "Vlandian Castellan".
Anyway, that's my 2 cents. Thanks for the mod, keep it up !
