You probably fought in sector with 120km+ in size, low tech. A lot of ships are allowed there.

Btw. it does sound possible to have this many pirates in waves, spawner is allowed to do that.
Tweaks may be needed.

It is called pirate raid, which is one of the very first mission to ask you upgrading your ship to fight some pirate ships. I think in vanilla, I only need to fight 4 for each wave with 3 waves? but not 12 ships each wave. I have fought 4 waves now and it is still keep coming.

Can you provide the exact name of that quest? I need to check. All wave missions and events should work and end at some point, max defined in vanilla was 7 waves i think.

Had a problem with pirate rate quest. The quest keep re-sending ships (12 each time), I have killed over 40 pirates now, I don't see a way to end it.....
