Requires Mass Transit DLC.
And one Rail Connection (green arrow) is missing. I had a similar problem on my maps. It turned out that when rail was set to ground mode (Network Anarchy) the arrows would not form but when set to normal, all good.

I don't know where you are from but in France, my country, it is very common to see bunch of fields covering a large area with no towns miles away, only fields with farms.
Imagine there is a city just beyond the edges of the map
