if i remember right (i've not hosted a zomboid game in over 2 years i think haha), the sandbox settings for them won't appear in the host menu even if you enable the mod there, has to also be in the main menu
a correct config would have you set, for example, min power shutoff date at 16 and max power shutoff date at 20
your power would now shut off on either day 16, 17, 18, 19 or 20
if it isn't working like that for you, something is broken. but as i said last i checked it worked fine and it's been a year since the last time i updated it, so probably a mod incompatibility
of course, don't make the latest day earlier than the earliest day, or something will probably break.
for local host mp, use "manage settings" then scroll down to near the bottom under sandbox. the "Random Shutoff" tab should be down there. if you don't see it, remember to enable the mod in the mods menu on the main menu.

that being said, if you want to uninstall the mod for any reason, if you're in singleplayer your power/water shutoff dates will revert to whatever the sandbox setting is. multiplayer will stick to whatever the mod set before you uninstalled it
if you're seeing all that correctly then yup the power/water *should* go out once the server has been running for that many days, so if both the numbers are nearer the upper end of the ranges it's possible you've just rolled good RNG with both utilities :) if the utilities are still working AFTER the shutoff days listed in the print then there is a problem tho, so lmk if that happens
