The lvl 1 and lvl 4 edicts only have activation cost but no upkeep cost because upkeep cost is listed as activation cost:

Tested it ingame for lvl 1 at least.
To reply to what Stride had to say, keep in mind that all empires can be played differently, and an empire that produces unity ad infinitum (any spiritualist empire as well as a couple origins), such costs may seem trivial.
I haven't played for a year but I don't remember having any problems with hiring extra leaders and getting all my fleets and armies manned. So for me game feels absolutely the same.
Feel free to propose your numbers and resource costs though, this mod can be easily tweaked.
