I had to edit the savegame via ingame menu to activate the mod on my saavegame
Btw. as I saw your map I would recommend to use another mod "Clear Opening Balances" to avoid journal items from map creation.

Interestingly, this doesn't happen when trying the same with a generated map, hence I'm linking to the (great) map with which I could reproduce it.
Anyway, thanks for the mod, hope the error can be fixed :)

Investment in infrastructure represents construction costs needed to build stations, depots or signals.
Investment in tracks or streets is simply the amount spent on the construction of new tracks or streets.
