This number here doesn't mean the required quality, it represents the actual quality and since there's no water it is 100%. Remember that you need a separate water (and sewage) connection to this building.

As I said, I don't know, it works for me and the config file is correct.

Hi, games files validated and un-subscried and subscribed again : factory is not working because Water Import is at 100% quality requirement.

Hm, will check/verify game's files but yes, it is marked as 85%.

I don't know, it's 85% in the config and in my game, I've built it and it works correctly.

Factory is neat, but after building one, it appears it needs 100% quality water which is impossible to get ! Factory is not working as a result ...
