I did check again.
Avarice IV, Avarice I, Avarice V, Windfall IV have some asteroids that rotate but most of them don't.
Windfall I has no rotating asteroids.
I have all DLCs except Timelines.
1. Give me a list of mods
2. If you installed a mod on an already started game, maybe the changes are not applied to existing asteroid fields and it takes some time for new asteroid fields to respawn.
On a new game all asteroids are standing and do not rotate.

I fixed all the errors. I'll check again. What other mods do you use? In which sector do the asteroids rotate?
In my other mod where I added asteroids, NoSmolAsteroid mod, I removed rotation.
There will be light. I'll check. But it's strange.
I checked the files, everything is correct. What mods are you still using? Maybe one of them creates a conflict and substitutes the changes made by the mod.
It could also be that the mod will work on a new asteroid respawn if you installed it on a game that has already started.

Это не стоит усилий, что бы избавиться от 20% пустых астероидов по всей галактики. тем более всего около 10 - 15 сектор содержат поля обломков.
A certain number of debris is generated and resources are distributed to them, which, depending on the filling setting, are dynamically distributed over these debris. Therefore, the part remains empty, and the part with resources. There is no way to remove empty ones, otherwise they won't exist at all.
