Considering compatibility issues you've described I would recommend to use only one mod.
It is possible to unpack and merge RBGAW and Better Raindrops together but depending on modding experience it might be very time consuming option.
Meanwhile, if you have engine sound mods, place them above Better Raindrops in Mod Manager. It should fix "excessive" muffling.

As you've noticed in Better Raindrops mod rain particles are moving faster than in vanilla (unmodded) ETS2. But due to game engine limitations fast-moving particles start to ignore collision with wipers aftrer reaching certain speed threshold, which makes them move across entire windshield untouched.
It can be fixed by increasing friction and reducing acceleration values in physics settings, but it will make particles behaviour more dull and lifeless.
