Insofar as fots modding goes, I would basically recommend just looking up on youtube "Shogun 2 Basic Modding Tutorial" by lessthanwords.

how can i open the legacy.bin file if id like to twak the values i find the early values too low for me. Thank you in for the mod btw

I think the trade-offs with respect to the vanilla police buildings would be: not adding agent cap, not spreading faction influence, and offering slightly less public order than the police station tree (like 1 which is meaningful midgame).
In most of my games, I try to optimize for economy in my settlements, so these trade-offs seem appropriate. In the mid-late game, I envisage the buildings being spammed allowing for more research (which should make sense because you should occupy lots of land and should have a research advantage), the modernization bonuses should be moot (since you should have reached T4 long ago), and the public order more meaningful (because it will determine the rate of your economic upgrades/balancing vs taxes and the like).
So I guess conceptually I see these buildings as competing with economy buildings for slots and funds in the midgame development and consolidation phase.

Not bad, I like the mod, the flavour text you added is nice too. However for the sake of balance, since they add modernization, wouldn't it make sense that the schools also decrease happiness? As it stands there seems to be too many benefits and no negatives, there's almost no reason to choose police buildings if schools do half of what they do.

Yeah I get that. Though I think they made some sense when going for market/factory growth economy before you have all of the happiness techs.

True though tbh police buildings were never really worth building in 90% of situations even when you really needed to convert a province.

You're right, but I'd like to preserve the trade-off between the two branches because otherwise what would be the point of the traditional police buildings?
For balance purposes, I would like the police side of the propaganda tree to be used for converting provinces and alternatively for the research tree to be used in stable settlements after the ideology issues have been settled.
Even conceptually, the political opinions of the children don't really matter until more than 10+ years down the line which is practically outside of the boundaries of the game.
Though again, the trade-offs are what is most important to me.

Wouldn't schools also spread a bit of propaganda since children + later adults are thought the values and views of the current party/movement aka pro or anti shogunate/emperor?
