Should be fixed now. For some reason paradox removed the define for base leader cap. Just pushed an update to remove it from the mod. Everything else should work with absolutely no conflicts. I didnt do any testing so let me know if any issues pop up.

Thank you for making this mod, appreciate this! Would you consider making the Estate require 25 pops instead of 10 so its only buildable on large planets? (i.e., require has_major_upgraded_capital instead of has_upgraded_capital)

No. The balance is based around scaling with planets rather than tech.

Are the tech repeatable ?

I dont see why not. All I can think of is the base leader cap might gained might be reset due to changed cap.

Thank you for making this. Having leader cap tied to planets was just what I was looking for and not having it tied to existing buildings makes it great to go with any playset! :D
