I'm not certain, but I would guess yes, except for the fact that I almost never see the ai train western volunteer units.

There is no unit cap.
I also prefer no caps because in multiplayer coop, you can easily bypass the capping system by gifting units.
The balancing mechanism is economic.

is there a limit cap for these new units? i prefer there is no cap since i enjoy the game more with no unit capping

Updated to make the Reffye gun and Peacemaker cav elite units. Also increased the cost/upkeep of Peacemaker cav as a balancing measure.
