It's not my fault that Steam decided to pull this map out of the bottom of the workshop, and players unexpectedly liked it.
No, then the author had this logic: yes, the player can't get there, but NPCs and props can.
So the player can place NPC spawns behind these invisible walls and they will go out to the main part of the map so that it looks logical.
The same logic is in Payday 2, based on one of the heists this map was created.
There are also such invisible walls that NPCs can pass through, but players cannot.
