Clearly Valve changed their tone if they decided to add paintability to the game; you may be surprised to learn that ideas sometimes need to adjust and change over time, especially by the original creators.

The Baker Boy, which is essentially this same type of Hat but for Scout has the same level of paintability and was added in 2009....

The game has had paintable hats longer than it ever didn't.
I'm offering the same amount of customisability as hats from 14 years ago.

You’ll probably just have to learn to deal with the fact other people have different tastes to you. Just like with practically every other hat in the game and paintability.

Looks great, reminds me of those early photographs of construction workers. I dunno why people want everything to be multi-class, this being exclusive keeps it's charm :) love it
