Yes it is pain to push the car slowly up an elevator but you don't need the whole team to be there, half can go flank Red to stop them from spamming the cart.
It looks visually pleasing, but outside of that it's really bad.
Too open for Red, too cramped for Blu.
Too long, too few choke-points for Blu, barely any cover, spawn doors are too accessible for Red, and Blu is impossible to stop whence first in a good push.

Red have absurd advantage. Broken sight lines, sentry massive high-ground adv over cart, practically untouchable to uber or any meaningful pressure. Pub Blue won't be able to break through this point most of the time. What a shame.
