its a 3d model from the ghostly shark pack witch contains the femboy female futa and male shark.
you can buy the models individually or all together on the web sight gumroad.
if you want to edit the model. you need to learn how to use blender and the unity engine.

Is there any chance we will see a version where he is wearing the top as well? It appears in his incapacitated icon but not on the character itself! I want to see him wearing that top! :D

possibly with "RNG"? though I noticed that's not something you usually do with your other player model replacements ^.^;; or perhaps via "Battle Damage" that just removes the top after going from Green to Yellow Health!
