Cuba has been fixed and can now be buffed just like any other nation :)

Hey love the mod - i found a minor bug tho - Buff Cuba doesn't have a country attached to it - if you hover your mouse over buff cuba in game rules, it says Buffs - blank- and it doesnt get any buffs from it too. I tested every other nation by the way and all the rest are fine - its just Cuba has blank. Cheers :)
