You're right, this was the case. I refreshed the update and it showed up. All good. False flag, heh
There is a chance your All-In-One never updated properly and needed a refresh, I've just opened up the Faction page and it's 100% here. The only one of those mods that is an unknown variable to me is Bad Legendary Characters but the rest should be fine.
Update. Using the standalone Da Howlerz faction pack along with this all-in-one pack fixes the issue and Gitilla shows up on the selection screen.
Before trying this, I disabled most of the mods in my modlist leaving only a couple of dozen mods, essentials as they say and Gitilla's faction still didn't show up. Might be something on this mod's end?
But I don't see anyone else reporting this problem, so I dunno.
I am using this all-in-one version but I have no Howlerz faction in greenskins faction select screen.
I see Sporctacus, I see Tinit Four Eyes, but I don't see Gitilla.
I am using a couple of other mods (Garbag Cunning Alliance added by Skaven Clans overhaul) , Dark Land Orcs and Bad Legendary Characters/Legendary Characters mods which add Gorbad Ironclaw, Gorfang Rotgut and Nobbler Fangadoon.
I don't see any compatibility issues listed in this page, I assume those mods are compatible. What could be the issue?
Crooked Moon are on the very cluttered list of things to do as such all I can say is at some point probably.
If you turn on the context viewer in the settings menu and it shows a big red X on your screen then it has.
Patch day though soon and there will be fixing to do.
I'll have a look into it, not sure why it would to be honest.

They where dropped a while ago when the upgrades where pulled.
I know that this isn't on you but I wondered if you could tell me why We'z Special - Total Waaagh! conflicts with Legions of Nagash - Game 3 and if would be possible to expect an update or submod that helps them work together? Both are amazing, and add so much to the game that its genuinely difficult to choose one over another!
Completely understand if this is something you're not interested in pursuing with your time, and wanted to say thank you for sharing this awesome mod with the community!

The plan is to get that in the next major update I do, it's a bit of a job as I need to overhaul my script setup.

They where mostly meant to be space fillers rather than core troops but you're not the first to ask.
That said I do plan on expanding slaves as soon as I am able.
For context, most default player factions have a base value of 150 and add between 0 and 50 to get the campaign value on new campaign starts which can also be altered by difficulty and default minors will rarely have a campaign potential higher than 60.
@themilman i see where you are coming from, but he shouldn't be a main faction every campaign. If you are not inside the empire then arrive to fight KF and its all a bunch of goblins, its a little underwhelming.
P.S. Still hyped to see what you will do with Spork!!!!!!
