As for hour lengths, you should be able to calculate the ratio of real hour to game hour, after that there can be no questions.
If you still find it difficult, set hour lengths to 10 and 5.
I read the comments before mine, but I still don't really get it (plus, I'm really tired), what will happen if my settings are :
DawnOffsetHours = 4.0,
DuskOffsetHours = 4.0,
Actually night arrives at 19h, approximately and day at 6h.

So If I increased the night length I would also have to adjust things that rely on in-game time like zombie "respawn hours"?
I tried -1, -2 and -3 in the Dusk field and it was still day around 11pm. Then I tried 3 (without the minus) and the night came around 11pm. I'm playing with the default start date (July 9), btw.
Maybe I need to change the Dawn offset too, to balance? Any suggestions? 'Cause if I make it right in the starting month, I'll be happy, even if it changes later in the other seasons.

Daevinski: It is complicated to explain. You're not going to be able to set fixed hours. It all depends on what day of the year you are on.
