Yes, it is complete acording to the components list on the rulebook. However, you should keep in mind that this mod is based on the Print & Play version, so some components are different. For example, the color of the loot cards and the conditions cards.

May I ask if there are any missing internal components of this board game? Is it already complete?

I checked the bag and the 35 Liberation Cards were there, but they were just organized in a weird way so it seem that there were only 11. I fixed it. Thanks for letting me know.

Yeah, the plan is to script the set up, but the problem is that I have absolutely no idea of how to do that; this is the first time that I make a mod.
The mod of the 2nd Edition had the set up scripted, so I think I'll have to check what they did and learn a little about it.
