Is there a way to spawn them via console? Sorry if that sounds silly. I just wish to be able to test them out without starting a new game.

it is possible ... deactivate the techs and add them to lootdrops.

Is it possible to make these PCs' only accessible from alien loot drops?

Not out of the box, as the PCSes are not part of the Perkpack.
