Because you have joined a server which have made a copy of this mod and put it in a mods pack. The mod loader is too stupid to handle overriding mods thus it bug out. Just unsub that mod pack.

The mod does not have codes preventing vehicle from moving, it only prevent unauthorized users from moving to driver seat. Check your other mods.

After the update, players reported that they could claim other people's vehicles, but the vehicle owners said they still had them claimed.
I found out that:
1. After the update, all the data was wiped, but the system still shows everything as normal.
2. I checked the Sandbox and found no changes.
3. I noticed that all the vehicles' data is up to date as of the date of the Workshop update, but there is no further recent data (except for vehicles that were claimed again after this update).
4. I have a backup of the Workshop files, so I tried adding the Mod Pack and changing the Mod, but it didn’t work. It seems like point 1 (because the data was probably wiped).
And since I realized this too late, I don't have a server rollback file
Happening before or after the update? My mod doesn't deal with spawning or despawning of vehicles though.
I am running this on my server other then what WhiskeyNights reported which has been fixed, even if it isn't fixed, it doesn't override the existing claim because of the claiming time is much longer than the delay time of the transition.
I need to be able to reproduce the problem to understand your problem.

Deathstar did recently mention that vehicles on his server are disappearing. The same is happening on our server as well but I did not assume it would be due to your vehicle claim system. But if it is, I thought it best to inform you we are also running into this situation. There have been some vehicles we've been unable to locate.
The situation I know, for sure, is linked to the claim system is the ability for player A to claim a vehicle and for player B to claim the same vehicle while it only lists player B's name on the vehicle; but player A still has it claimed within their vehicle menu.
It is a real issue and, I believe, unrelated to the MuleParts since there is information in that section in our sandbox settings.
I'm getting more and more reports of cars randomly disappearing (in MP), even if they're claimed. The coords report them as being somewhere they're clearly not and restarting doesn't fix this. No idea if this is due to the old vanilla bug of spawning a temporary ghost copy of your car when it detects desync.
Make sure the "MuleParts" in sandbox setting is not empty, by default it is now empty and if you remove and then re-add the mod, it can reset your previous sandbox settings. This is just how all sandbox settings work.
