If you slot these cards and then remove them at any point, all cities captured after the removal of the policy card will have -4 gold/-2 culture and -2 science in the appropriate buildings. some smaller cities even end up with 0 science because of this.
The relevant cards were removed due to a change of government in my specific game, but I believe the problem would remain if they were removed normally. If you need, I can provide screenshots, I'm just not entirely sure how to link steam screenshots.
Are the yields adjusted to match the description or is the description changed to match actual yields?
