Its used in a hanger of a bigger ship. If you add a hanger block to your ship you will unlock the hanger tab in the ship panel that can change the look of preexisting fighters.

I have been trying to figure that out how do you skin things?

It's supposed to be used as a skin for fighters. I didn't design it to be used as a ship however.
