So does this still fire if you couldn't stop the last gift? I got a bug that wouldn't let Counter Shot register as completed

Would be cool to have a mod that adds the option for any (player) empire to build such a Mass Driver. Just for the fun of it and RP without caring about balance lol

just a thought but maybe balance it by having planetary shields block a shot, have it fry said shield, start a project to investigate, and give CB

A way to balance could be to spawn a high speed asteroid moving to a planet like the existing event that does that (Except quicker)

Follow that up with an event for the victim to research the source of the asteroid and then give them a casus beli

Well, you get that project because the original mass driver shot is travelling sublight and took centuries to even get near your system. The hyper-mass driver has no such speed problems…
