Surface painter lets you put the right color over these patches.
Can't add a picture here, but it looks like a few rows of evenly separated green spots painted on the sand.
Perhaps its because the beach is not real sand but only painted over a green surface, and the "beach park" has spots which remove the surface paint?

It allows you to build on paths, however it only works in park zones.
(In the past i recall it just working without park zones, so maybe thats a setting.)
