Did you unsubscribe and re-subscribe? Try unsubbing then relaunching the game, then re-subbing.
Alternatively, delete the files.

Doesn't say, whenever I try to move it to my enabled mods folder it said it couldn't enable it. No console error no nothing.

I'm gonna guess to fix this you need to re-install the mod.
Do this by unsubscribing and then resubbing, since I didn't have any issue.

Any time I try to enable the mod it says the mod cannot be enabled due to an error.

it probaly would also help haveing the id card compatible for neurotrauma for the blood type card slot as im planing on doing a campaign with neurotrauma soon and i imagine it would help others as well who whish to run this with neurotrauma and the previous patch helped a lot thanks

Well the good news is we can see the PUCS again. The bad news is that the recipe's one ingredient too many for anyone who doesn't look at the items XML file to know what's missing. Also the console error brings that up.
