1- add some variance to combat jumps to keep them somewhat viable
2- whatever pseudo science is fueling these drives takes more energy for longer jumps, implying a larger and more easily interpreted signal to make an accurate prediction
But why more dispersion for shorter jumps? Wouldn't it make sense if the jump location was harder to calculate the longer the jump is?
I think for your default, a 100km range rather 10km would be more useful. Jumping closer to planets then becomes a liability and a good balance. Players who want to remain stealthy will want to jump in further from a planet.
