She is always in her father's county ( Volkihar Castle ), and sometimes she leaves and travels.

If you want to invite her, but can't, then you can use "Invite To Court - More Modifiers" mod ( if IRC it needs to be patched to be compatible with EK2 ), or just use debug mod ( "Debug Toggle (Less Invasive)" is very helpful )

Just heads up, if yo befriend her ( So she won't leave ), you will constantly be ask to get rid of her ( as she is a known vampire ), and some of you family may also become vampires.

Is there any other way to get her than random RNG? Like I heard for example if I travel to the county of Dawnstar, she might appear? Also, does she appear in both of the game start years or just one?

Her DNA had some vanilla artifacts, all I did is just recreate her.
