Max Walkspeed has been raised to 4.5 m/s which comes out to 16 km/h or 10 mph. That's an achievable speed for a jog if you're in shape, even as a sprint with weapons and equipment. People regularly run 5 miles (7km) at that pace and faster. A significant improvement from the original speed of 3 m/s. You won't be moving that fast while aiming accurately down irons, so the movement penalty for that has been increased.
The overall goal is to correspond to the real world experience for a fit guy, not moving into Hollywood Super Hero territory or into hyperreality sim-autist territory where they turn special forces guys into thirsty diabetic fatasses.
