Even if the leagues' larger ships are not spawning properly, their stations should be! It's possible other mods may cause issues! I suggest you hunt further through their spawn locations, and failing that maybe regenerate your map

I can't unlock it as a playable faction, it seems the large ships that can unlock the faction can't spawn or something similar. I am confused.
