it has a random but pretty rare chance to spawn at specific areas, such as police stations, military checkpoints or randomly around parking stalls (that last one being very rare)

yes and no, it has a nice amount of storage, but since its armoured and doesnt actually have side windows, you cant get hit while inside the vehicle
