If your message was translated correctly, you're having problem with a tsunami? The water in the map has no waves when you first load it, so any flooding could be caused by some terraforming you may have done, or it could be just a disater from the Natural Disasters DLC

Ah, sorry. The intersection in the start square does have both on and off ramps, but these only go in one direction (that is, towards east where the outside connection is). Since the highway doesn't lead anywhere else and just loops around a few tiles west of the start square there was no need to put other ramps

I've never tried that, but maybe it could be possible, you'll have people coming to your city but no exports. But the problem is that in the map editor you are required to have at least one of both in and outside connections
