For anybody about to leave a bad review. You need to manually install this mod, navigate to it's directory, then copy the files in the UI folder into the the main game's UI folder, make sure to make a backup though.

The way the flash effect works is that there are three images for the main menu: one that is normal, one that is the full flash, and an alpha mask for transitioning between them.
If you replace all three with the same image, it should render the animation defunct.

I remember that other modders who mainly make menu background had solve this problem.I think maybe you could ask some of them about the method to solve this problem.
