What's the chance and timings for tornadoes to spawn?

It has Ai nodes but they aren't that good. There are only a few branches of some in certain spots, not all round the map.

Also, I noticed that if I open the game, load tornado badlands, then load tornado alley, then go back to badlands, there will be errors, but re-opening the game returns it to normal
