I did a fresh install of the game. subscribed to only the 4 (now 5) dependencies and everything loads up great now.
More than likely the issue was the missing highway. Either way a reinstall couldn't have hurt.

@Molkiloke, I did some more digging. It seems it is an Asset (not a mod) that was missing - a 4-Lane 2+2 road. So I added it to the required items list; if you sub to it, the map should load now. Sorry about that, and fingers crossed it works now. Let me know if you encounter any further issues.

I haven't reinstalled this game in a couple years now. Going to try that later today when i'm home.

I loaded the map w/ loading screen mod and the 4 dependencies. The map loaded into a locked screen with the top half of the screen brown this time.

I have this problem with a couple other maps that seem to load for others. Really hoping a fresh install will fix this problem.

@Molkiloke very strange. I'll try and re-save the map over the weekend. You could try with the loading screen mod - see if it reports anything strange.

I do have all 4 dependencies loaded. I tried disabling all other mods and assets. Map loads up to a light blue screen.
Not sure what it is. This game sometimes hates me.

@Molkiloke - do you have the required dependencies? I just tested with all my other mods removed, and I was able to create a new game.
