I see where you are coming from but iirc time stops make user light speed fast (some manga panel if I'm not mistaken) for what they perceive as 5/10 usual seconds. So in my opinion (not insisting ofc because it is up to debate) KC erases 10 "usual" seconds and time stop can be squeezed in-between those 10 seconds.
The way it used to work with no ability callout in your addon was fun and balanced since you could catch timestopper mid sentence and technically escape (which can be considered as precognition lol). It didn't make KC op either because 5-10 seconds of time stop still applied within time erase. But now it is just helpless tbh

Logically, stopping time should be stronger than erasing time. Erasing time erases only time, while the abilities of The World completely stop its flow and go beyond its limit. I'll try to do something with the phrase.

Could you make Time Erase phrase much shorter and spinning effect less laggy since KC becomes completely powerless against time stops of The World?
