You will need Rusted PackFileManager. With that you can open the Mod file under your steam/workshop/1142710 directory.

If you open the file, you can expand the mod file in there. Under db are the tables for everything possible - main_units_tables contains the information on unit cost and caps, etc. You're probably looking for the Campaign Cap column

Hey I have never modded before but if you get some time on how to explain to make a TTC sub mod to me on discord for a complete noob? If not I get it. I just have so many unit mods (zerg93's mods come to mind) and I want to learn how to make them work with TTC right ya know?
