@Stahlseele: yes, most abilities aren't very strong if you ignore 2/3 of them. But also remember that these adjacencies are on top of regular ones, meaning a city center actually *starts* by giving +1.5, whereas Japan's city centers just give +1. And you can't just ignore the scaling considering how easily Yongle can get big cities (and it's at 10 and 20 citizens, not 20 and 30).
I phrased that poorly. As you mentioned about the Government plaza being a bit of a trap, it'd be cool if it also offered this boost to attached districts (but not stack with the city boost). Helps if your locations are poor (spawn with luxuries around the first ring of your city, a mountain, a lake tile, a wonder etc.).
