I see, the CN translation is a bit off then, as it doesn't mention the If charges are available part

That effect only works "when a charge is available".
In other words, you can only get 3 charges if you have charges to trigger the effect.

As an example, if an effect uses 4 charges to draw 1 page, you must have 4 or more charges for the effect to work.

The 2 cost combat page that makes you gain 3 charge when you spend charge for this scene doesn't seem to work, or perhaps it's a translation error and that's not what it does

That's what I assumed for why Naimon got away.
A shame though, that teaser at the end is going to haunt me for a while.
I kinda hoped for alternative timeline stuff or post C ending battle etc.
