I actually fixed this a while ago, but it looks like it broke again at some point. It's not as fast as it was, but it should work now.

I can't fix this yet, because the space update broke steam pistons. This vehicle needs them to fly. I'll fix it once they're working again.

Cargo mode just locks the winch platform at a certain length, so it doesn't try to smash your cargo into the ground when you move. You can pick the length with the arrow buttons next to the cargo mode button. There's more detailed information about the winch platform, cargo mode, and how to use it in the description.
