Is the ai still unaffected? Yesterday I had the feeling that the ai has no upkeep aswell...?

Can you be more clear about which units do not get free upkeep when using the radious overhaul as it's working for me (at least for the skeleton units i recruited)

it should not as far as their base upkeep as it has no entries to do so, i could add entries for ai to ensure it doesn't alter them but that would impose on difficulty settings.

This definitely effects the AI. They had 2 full stack armies before turn 10 on normal difficulty.

have you tried unsubbing and re-subbing?
which campaign and what difficulty?
