It was like that in the original SWEP. The new owner of TFA Base removed the option to disable 3D Scopes so literally there is no other option, you will have to unfortunately deal with it.

could you make the scope aiming like a simple 2d one (like in cs:go or black ops) instead of a 3d one?

I've reuploaded Campaign Weapons for those, who interested https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2932881426 . You still need to be subscribed to THIS mod in order to campaign weapons to work, though.
