@Invader Chimm: I do not think it is a meme mod. It is made by @Snowlet (who is in the core team of Invictus mod creators).
There will probably be some reason for it. Maybe, to have more settle-able territories between states in Belgica and Germanic states. Frisia is highly marshy area, right in between the plains of west Germania and east Belgica.

P.S. @Invader Chimm: Confirmed with Snowlet, it is a meme mod :steamsad:

Why would you want to do something like that?
i played my first Imperator game as Frisia and trust me playing a tribe on marsh, having ports, with settle-able regions around is a bonus.
