My recent save was also about Ayleid revival. Created an Aedra worshipper (Malada religion) custom ruler in the Duchy of Grief, some of my later rulers may or may not worship Daedra. That duchy is within Kingdom of Bravil but across the water to East, you can't miss it. Also one of the latest Ayleid kingdoms known as Nenalata.
You can claim your liege's throne (Meritocracy perk of Stewardship) and take it from them, revoke titles of Imperials without being tyrant (thanks to Crown Authority Level 2) but make sure you have enough Daedra army and Sorcerer men-at-arms to fight against rebellions.
You can revive the culture either in Nenalata or Imperial City depending on your choice. I was lucky enough to get Imperial City back by capturing the Akaviri ruler in battle.
