The confusion is justified.
It was designed in 1987 during the production of TNG s1 and was intended to be the Enterprise C, but due to time and budget constraints during the production of "Yesterday's Enterprise" the design was simplified by Rick Sternbach into the design we got in the show!
The Narendra class name only came about a few years ago when STO adopted the design as the T6 Ambassador, and is to date non-canon. Official, but non-canon.
