hi there is a mod by chicken plucker which lets you buy or craft a VR Training machine, which you can use to manually queue up bills, for them to "train" in a particular skill. this will let you reach a higher level in a skill of your choice, i think it takes about 1 day to gain each later skill level, but i used it often in my v1.2 savegame to help me get a good medic or crafter, and then i used some cloning mods to get an (almost as good) backup clone, which was about the same in skill levels just a bit lower, and re-trained them to get them up a bit ;)

i have 20 colonists and nobody have Crafting: 16 and
Intellectual: 14 , this mod is real crap sry
