Electoral recruitement are your own troops (ex. Reikland troops if you're playing Karl) and Provincial troops are the local province troops (ex. Wissenland troops in Nukn if you play Karl). SO yeah if you're playing Karl and you are in Reikland, they are both the same.
Also, I use https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=3575400154 patch for SFO and initially I thought the patch broke it. Later I checked the tables of the patch and no, I don't see anything that could broke it, there are just units stats edits. But it seems like author of the patch confirmed the issue and found a way to fix it, so probably this is SFO problem.
